The school he trained at should be affiliate with a legitimate national/international organisation that would issue a degree.

The school that gave him the black belt should be able to give him a reference so that he can teach that particular style of jujitsu.
Otherwise, Fedex Kinko sell very fancy looking blank certificate.

Well just so you know. It takes at the very least 5 years to get a legit black belt in JJ as well as most other arts. Sometimes even longer in JJ around 8 years or so; and in the other arts you’re generally not allowed to promote to Shodan until you have reached the Sandan level or 3rd Black which is also 8 years for the early bird. Then if you want to be notarized you have to go to the style heads and they will probably grill you to find out what you know and can do so that you will be a legit representative of their system. Otherwise just find a store or park and start charging people money to teach.
Its generally a life investment.

To answer the question, his teacher, if he/she is ranked high enough, can award him the rank of Menkyo – Authorized. If the teacher is not ranked high enough, the teacher would recommend him to the head of his lineage for the Menkyo award.
